Personas
Personas are like the characters of a story. They need action.
If you send your characters on stage at the beginning of a story, nothing happens without the inciting moment.
The inciting moment together with dimensions of the character propel the story forward. -It is usually is part of the story, but lies outside the story, it motivates the story.
Take for example Star Wars – A New Hope. The story is arguably Luke Skywalker’s (the persona’s) journey from a nobody living on some forgotten planet in the equally forgotten backwaters of the empire dreaming of great things to a somebody heroic achieving great things. What gets the ball rolling is told at the very beginning of the movie, it delivers the impetus for starting Luke’s journey and provides an immediate goal for that journey. Without that, the Persona of Luke would not have started its journey.
Consider any persona you are working with: What incites them to do whatever they should do in whatever you design for them?
To put it simply: Nobody/Nopersona wants to buy a train ticket, What they want is to visit their mother, or attend a meeting, or go on holiday.
